2013年7月5日付で、IASBがECのグリーンペーパーに対する覚書を公表しました。
ここでいうグリーンペーパーとは3月25日にECより公表された「欧州経済の長期的金融（’Long-term financing of the European Economy）」であり、会計基準に関する質問に対する回答を記した覚書です。
本覚書は、グリーンペーパーの質問20（公正価値会計の原則の使用がどの程度投資家行動の短期化につながるか）に対する回答となっています。 第５項において、IASBは公正価値会計の原則はそれ自体が投資家行動の短期化につながるとは考えていない、ということが記載されています。
また、本覚書には、Hans Hoogervorst議長が4月9日にロンドンで行ったスピーチ「会計と長期投資‐「買って保有する」を「買って願う」という意味に すべきではない（Accounting and long term investment – ‘Buy and hold’ should not mean ‘buy and hope’）」が、付録として添付されています。
