This week we highlight developments in sustainability reporting. The SEC added climate disclosure to its March 6 agenda, meaning that next week could be the approval and release of the long-awaited SEC rules. In addition, we launched the first chapter of our new global Sustainability Reporting Guidance, intended to serve as a one-stop shop for guidance on the major required sustainability reporting frameworks around the globe.
SEC to vote on climate-related disclosures rule
The SEC announced this week that it will consider finalizing its long-awaited climate-related disclosure rules at a March 6 meeting. Since issuing the proposal in March 2022, the SEC has been considering feedback from over 16,000 comment letters and over 400 meetings with stakeholders. And in the meantime, registration is now open for a special CPE-eligible webcast on March 12 featuring PwC sustainability specialists and special guest, former SEC Commissioner Elad Roisman.

On February 29, we launched the first chapter of our new global Sustainability Reporting Guidance (SRG). This comprehensive guidance is intended to be a one-stop source for information on and interpretations of the major global required sustainability reporting frameworks:
  • EU Corporate Sustainability Reporting Directive and related European Sustainability Reporting Standards
  • IFRS Sustainability Disclosure Standards issued by the International Sustainability Standards Board
  • Guidance issued in the US by the SEC and US states, including California
The SRG will be released in phases over the course of 2024 with more than 15 chapters addressing key sustainability reporting considerations, including general requirements, materiality assessments, and individual sustainability topics like climate, greenhouse gas emissions, biodiversity, human capital, and governance.
The first chapter, Scope, details the technical provisions, provides examples, and includes answers to frequently asked questions to help companies determine which frameworks apply. This chapter supplements our existing publications: Worldwide impact of CSRD - are you ready?, IFRS Sustainability Disclosure Standards ‒ Guidance, insights and where to begin, and California's not waiting for the SEC's climate disclosure rules.

PCAOB to undertake additional outreach on its proposal related to NOCLAR
PCAOB staff will host a virtual public roundtable on March 6 regarding the proposal to amend PCAOB auditing standards related to the auditor’s responsibility for considering a company’s noncompliance with laws and regulations (NOCLAR). The objective of the roundtable is to obtain additional insight as the PCAOB staff works toward a final recommendation for the Board.
In light of the roundtable, the Board is reopening the comment period; it will extend through March 18. Commenters are encouraged to specifically consider the questions and topics included in the roundtable briefing paper but are welcome to address any aspect of the proposal.
